Position: Director and Principal Consultant of the nanotechnology consulting company BREC Solutions Ltd., Lancaster, United Kingdom; Head of UK delegation to ISO Technical Committee 24/SC4 (Particle Characterisation).
Specialization: Expert in commercialization of advanced materials, including nanomaterials. He has long-term experience in nanotechnology standardisation on European Committee for Standardization (CEN /Technical Committee (TC) 352 (Nanotechnologies), ISO TC229 (Nanotechnologies), ISO TC24/SC4 (Particle Characterisation), ISO TC281 (Fine Bubble Technology), IEC TC113 (Nanotechnology for Electrotechnical Products).
At the NANOCON´25 conference Dr. Denis Koltsov will give the invited lecture “International Commercialisation Trends in Advanced Materials“ in the Session E – Advanced Methods of Preparation and Characterization of Nanomaterials.
Personal Background and Education:
Denis Koltsov was born in 1976, graduated from Cambridge University (UK) in 1998 and obtained his PhD in Nanotechnology in 2003 from the same university.
He worked as a research associate in Cambridge Nanoscience Centre before taking up lecturing position at Lancaster University (UK) in 2005 where he led nanotechnology work and outreach services till 2009.

Dr Koltsov is nanotechnology consulting professional with background in Physics and Engineering. He is now running nanotechnology consulting practice (BREC Solutions Ltd.) in Lancaster, UK, and also is the Head of UK delegation to ISO Technical Committee 24/SC4 (Particle Characterisation). In the period 2016-2025 he chaired the ISO Technical Committee 229 (Nanotechnologies). Currently he works on a number of standards for various ISO/CEN committees in nanotechnology and Fine Bubble Technology. He is the board member of the Nanotechnology World Network, Board member of the National Graphene 2D Association and advisor to Nanotechnology Industries Association.
He is a recognised authority in nanotechnology innovation, standardisation, regulatory and social trends. Dr Koltsov is an expert working for industry and serving as expert on BSI, ISO, CEN, OECD WPN committees. He has conducted a number of industry-led consultations in nanotechnology sector and reported to relevant regulatory authorities.
Dr Koltsov is the author of several patents, numerous publications and confidential reports to stakeholders.
